We recently trialed the Zinsser Smart Prime water based product as a sealer for hard wall plaster in WA. We found it worked equally as good as the Taubmans water based plaster sealer. It sticks and sands well. The only issue we found is when we do a tape test, the product comes off and bare plaster is evident. Having said this, we have found doing tape tests in the past with oil pigmented sealer, the same thing has occurred on a few occassions.
Our opinion is that these water based sealers are not yet developed enough to allow painters to be 100% confident in using them.
The problem WA painters currently face also is that the builders commission will only support the use of oil pigmented sealer on plaster walls - this needs to change.
Dulux are currently trialing a water based hard wall plaster sealer and the reports are that it is sticking but there are problems with sagging from brush and roller application and colour (there is no colour in the sealer to see where it has been applied).
I used the Taubmans water based plaster sealer on my house a few years ago and the walls are fine. There has been no issue with major peeling or flaking. The only issue is when a chip occurs to the wall a small amount of flaking occurs back to bare plaster.

I remember back in the 80's we had some real dramas with a type of plasterboard sheeting used for ceilings, it was before the unispan. It seemed to have some sort of waxy coating on it, and years later the paint would peel back everywhere except on the plastered joints and screw heads.
The only solution that would work when repainting these was an alkyd undercoat.
Doing a tape adhesion test is a smart thing to do.
